Proposal for a Legislative Change to Provide On-Going Management of the Human Health Risks Associated with Imported Food Products Contaminated with the Bovine Spongiform Encephalopathy Agent

The New Zealand (Emergency) Food Standard 2001 currently allows for the control of imported beef and beef products, potentially contaminated with the bovine spongiform encephalopathy (BSE) agent, but this expires on 5 July 2001. A permanent legal mechanism is required by this date to allow for ongoing management.

The permanent legal mechanism proposed in the discussion document will provide a legal ‘umbrella’, under which specific import restrictions can be imposed. A further discussion document will be released with details of the proposed restrictions, once they have been finalised.

Written submissions are invited. They will be analysed and considered before a recommendation is made to the Minister of Health. Please note the deadline for receipt of submissions was 21 May 2001.
