The New Zealand Public Health and Disability Act 2000 emphasises the need for publicly funded health services to forge strong links with the communities they serve.

The Community Project Indicators Framework (CPIF): Its Use in Community Projects has been developed to help those who are funding or undertaking a community project in the health sector to assess the progress of their project. This guide will be particularly useful for both funders and community providers during funding negotiations.

Community development and community action is about working with communities using community processes to achieve better health and other outcomes.

This report has been divided into two parts: Part One explains the kinds of activities the CPIF covers (community action and community development projects) and the kinds of indicators that may be appropriate for measuring their progress. Part Two provides a guide for developing a set of indicators for community development/action projects.

The CPIF may also be applicable to community projects in other sectors as a guide to those who want to plan, self-assess, understand or report back to their communities on what is happening in their community project.

The CPIF aims to assist with more structured reporting on community projects. It is hoped this will encourage a better dialogue between funders and providers around the planning, implementation and regular reassessment of a particular project.

The framework is a new concept and should be considered as still in draft form. It is hoped that funders and community providers will attempt to use the framework and provide feedback on its usefulness and any improvement that could be made.
