In recent years gambling-related harm has emerged worldwide as a significant social and health issue.

In response Parliament passed the Gambling Act in 2003. The Act has as one of its purposes to: ‘prevent and minimise the harm caused by gambling including problem gambling’.

The Ministry of Health has been allocated responsibility for developing and implementing an integrated problem gambling strategy, which the Act states must include:
  • measures to promote public health by preventing and minimising harm from gambling
  • services to treat and assist problem gamblers and their families and whänau
  • development of problem gambling workforce
  • independent scientific research associated with gambling, including (for example) longitudinal research on the social and economic impacts of gambling, particularly the impacts on different cultural groups
  • evaluation.

On 1 July 2004 the Ministry of Health assumed responsibility, from the Problem Gambling Committee, for funding and co-ordinating problem gambling services. These services will be funded through a levy on gambling operators.


The Gambling Act 2003 makes explicit the Ministry of Health’s consultation requirements for the development of services and activities for the prevention and minimisation of gambling harm.

In line with these requirements, and in order to ensure our proposed approach reflects the needs, priorities and realities of New Zealanders, the Ministry sought feedback on the following draft documents:
  1. Strategic Plan for Preventing and Minimising Gambling Harm: 2004–2010
  2. Needs Assessment
  3. Proposed Three-year Funding Plan
  4. Proposed Problem Gambling Levy Rates.

These four documents have been bound together for the purposes of consultation and should be read as a set.
