Statement of Intent 2005/06

This Statement of Intent sets the strategic scene in which the Ministry will operate over the next three to five years, the focal point of which is the delivery of the priorities which have been agreed with the Minister of Health, the Hon Annette King. These priorities have been developed in consultation with DHB Chairs and chief executive officers.

The priorities build on the 2004/05 priorities and previously published strategies such as the New Zealand Health Strategy and New Zealand Disability Strategy.

Other strategies such as the Primary Health Care Strategy, He Korowai Oranga: Maori Health Strategy, New Zealand Cancer Control Strategy, New Zealand Palliative Care Strategy and Health of Older People Strategy also guide the priorities (further information about these strategies may be found on the Ministry’s website www.moh.govt.nz).

The 2005/06 priorities are included in the letters of expectation to all DHBs and will be spelt out in further detail in the Statement of Forecast Service Performance and the Ministry’s Output Plan.

Our overall outcome framework remains unchanged from 2004/05 because the outcomes remain valid. We have found the outcome framework to be very useful in clarifying our contribution to the goal of healthy New Zealanders and in guiding our activities. The Ministry is however currently undertaking work on refining and elaborating the health system performance framework. By the end of May 2005, a set of indicators will be identified to communicate progress in each domain of the societal and system outcome tiers of the framework. Parallel work will also be undertaken to refine the Ministry’s contribution to Statement of Intent outcomes. This work will be built into a review of the outcome framework for the 2006/07 Statement of Intent.

In order to present a clearer picture of our work and the state of public health in New Zealand the Health and Independence Report will be published with the Ministry of Health’s Annual Report for 2004/05. We expect that the merger of these two reports will enhance our accountability reporting by identifying, in one document, what is delivered through taxpayer funding and how the system is tracking towards the achievement of key goals and priorities.

In addition to what we will do to give effect to the 2005/06 priorities this Statement of Intent has a special focus on the role of the Ministry of Health, governance of the Ministry and our capability and capacity. The Ministry outcomes (ie, the outcomes the Ministry is aiming to achieve for itself as an organisation) of direction of leadership, system monitoring, operating environment, system funding and system capability provide a unifying framework for our work in this area.
