This Annual Report (including The Health and Independence Report) details the Ministry of Health’s financial and non-financial performance for the year ended 30 June 2005 and analyses sector progress towards a fair and functional health system. This is the first year that information on Ministry and health and disability sector performance has been brought together in a single document.

This combined report presents robust information demonstrating Ministry and health and disability sector performance. Ministry outcomes, whole-of-system outcomes (to which the Ministry contributes) and societal outcomes (influenced by the health and disability support sector, other government agencies and wider society) are discussed in sequence. This allows the Ministry’s performance to be seen in the context of the wider health and disability sector and provides a coherent picture of Ministry and health and disability sector progress towards strategic goals.

The Annual Report is the Ministry’s key accountability document. It includes detailed information on the Ministry’s roles and functions and outlines progress towards the Ministry outcomes identified in its 2004/05 Statement of Intent. The ‘Statement of objectives and service performance’, which reports on non-financial performance, details the Ministry’s performance in the priority areas agreed with the Minister of Health and in delivering outputs purchased by the Minister.

The Health and Independence Report is required under section 3C of the Health Act 1956 and has previously been published as a separate report at the end of the calendar year. It draws together information on health and disability sector strategies, funding, workforce and activities to analyse the health and disability sector’s achievements and progress towards outcomes. In addition to presenting data on system inputs, outputs and outcomes, the report includes interim ‘headline’ indicators, which are a starting point for assessing progress towards system and societal outcomes.


Structure of the report

The conceptual link between the Ministry, the whole health and disability support sector and the overall goal of healthy New Zealanders is demonstrated in the Ministry’s outcomes framework.

The outcomes framework, drawn from the Ministry’s Statement of Intent, reflects the directions established by the two overarching strategies, the New Zealand Health Strategy and the New Zealand Disability Strategy.

The outcomes framework has three outcome levels that are logically connected.
  • Ministry outcomes – ensuring the system works for all New Zealanders

These are outcomes that reflect the levers the Ministry has available to it to achieve a well functioning health and disability support system. These outcomes are largely determined by the functions the Ministry performs.
  • System outcomes – a fair and functional health system

These are outcomes that reflect the health and disability support system’s achievements, encompassing how people access services, the quality and effectiveness of services, the extent to which the system uses public resources in the best way and how the system
interacts with other sectors to enhance health and independence outcomes.
  • Societal outcomes – healthy New Zealanders

These are the health and disability support outcomes valued by the Government and citizens, which are necessary for healthy New Zealanders. They are influenced by the health and disability support sector and broader activities of the Government and society.

This report focuses on progress at all three levels of the outcomes framework and also fulfils the Ministry’s formal accountability requirements under the Public Finance Act 1989.

Section 1 briefly outlines the overarching strategies of the health and disability support system, the structures of the system (including the Ministry’s structure) and how the system functions.

Section 2 examines ongoing developments in the Ministry’s capability and capacity (specifically information management, human resources and financial and risk management) and the Ministry’s progress towards ensuring the system works for all New Zealanders.

Section 3 discusses the progress of the health and disability support sector towards a fair and functional health system, focusing on different aspects of performance in the areas of equity and access, quality, efficiency and value for money, effectiveness and intersectoral focus respectively.

Section 4 details progress towards healthy New Zealanders, in particular the societal outcomes of better health, reduced inequalities, better participation and independence, and trust and security. This section makes some observations about how the health and disability support system is contributing to improved societal outcomes.

Section 5 details the implementation of the Minister’s and the Ministry’s priorities for 2004/05.

Section 6 contains the Director-General’s statement of responsibility, the Auditor General’s Report, the Statement of Objectives and the Ministry’s financial statements for the year ended 30 June 3005.

Appendices to the report provide additional information on system inputs and outputs, Ministerial advisory boards and committees, acts and regulations administered by the Ministry and the Ministry directory.
