Constituency Arrangements for DHB Elections under STV
analysis of submissions

Elected members of District Health Boards (DHBs) will be elected using the Single Transferable Voting (STV) method from 2004 onwards. Following consideration of submissions and an analysis of those submissions, the Government decided that DHB elections would be held using at-large structures (ie, on a district-wide basis).

The submissions provided important feedback and resulted in changes to some aspects associated with the original proposal. In making its decision, Government accepted the proposed modifications. The Ministry will work with local government and other government agencies to implement these changes.
