Sanitary Works Subsidy Scheme (SWSS) Guidelines Part 3 - Ministry of Health Subsidy Desk

On 23 May 2002 the Health Minister Annette King announced government approval for a Sanitary Works Subsidy Scheme (SWSS) to assist with the provision of reticulated sewerage and treatment plant upgrades for small to medium sized communities. A Sanitary and Water Technical Advisary Committee (SAWTAC) was established by Government and was tasked with developing detailed criteria for SWSS.
In December 2002 the "SWSS Report", a document entitled "Ministry of Health Sanitary Works Subsidy Scheme - Report on Detailed Criteria and Processes", was approved by SAWTAC and was placed on the MOH website. To help with the implementation of SWSS, three guideline documents have been produced. These guidelines are not stand-alone documents, but should be read together with the SWSS Report.
The third guideline (Guideline Part 3 - Ministry of Health Subsidy Desk) has been prepared to assist the Subsidy Desk process the applications and prepare reports to SAWTAC, including recommendations for ranking proposals.
In September 2003 the Minister of Health approved an amendment to the qualifying criteria for the Sanitary Works Subsidy Scheme. To be eligible for subsidy, councils are required to match the government subsidy with an Equivalent Contribution. The source of this Equivalent Contribution has caused difficulty for some councils and the Minister has approved an amendment designed to give local government more flexibility in sourcing these funds. This Guideline has been amended accordingly.
