Review of the regulation of human tissue and tissue-based therapies (Human Tissue Review)


In 2004, the Ministry of Health reviewed the use of human tissue for therapeutic and non-therapeutic purposes (Human Tissue Review). The Review covered many issues, including informed consent, the safety of tissue-based therapies, and the legislative arrangements for organ and tissue donation.

The Ministry published a discussion document on the Review which formed the basis of the public consultation process in April - June 2004. In September 2004, following an analysis of submissions and feedback obtained from consultation meetings, the Summary of Submissions document was released. These submissions have informed the development of advice to the Government on the regulation of human tissue. The suite of cabinet papers were released in March 2006.
