The Ministry of Health commissioned a study in 2004 to examine the costs ad benefits of complying with the drinking water standards and the options for assisting smaller communities to meet those standards. The report was prepared by Outcome Management Services Ltd and peer reviewed by the New Zealand Institute of Economic Research (NZIER)
