22 Sep: Critical analysis of the implementation of the Primary Health Care Strategy implementation and framing of issues for the next phase
This paper represents the first part of a two-stage project ‘Where Next for Primary Health Care Development in New Zealand?’ that was undertaken by Judith Smith, Visiting Academic Fellow in the Sector Capability and Innovation Directorate of the Ministry of Health during 2008-2009.

This paper sets out a synthesis of five reports commissioned by District Health Boards New Zealand and the Ministry of Health as part of their ‘change in primary health care’ project within the Joint Work Programme on Primary Health Care Strategy (PHCS) implementation.

Expressions of Interest are being invited from eligible primary health care providers who are capable of delivering larger scale and a wider range of primary health care to their communities.

19 Aug: GP2GP Draft User Requirements Published for Feedback

10 Mar: $3 Pharmaceutical Co-payment Extension from 1 September 2008 - information updated
On 1 September 2008 access to $3 co-payments on subsidised medicines for people who were eligible for publicly funded health and disability services was extended to a broader range of prescribers/providers, including public hospitals, midwives, and other providers with a District Health Board (DHB) or a PHO agreement.

19 Nov: Key Directions grants - applications now open
The Ministry of Health has set up a grants strategy to provide funding for health sector initiatives that develop standards, protocols and guidelines that contribute to the Key Directions programme.
22 Oct: FAQs on the Capitation Enrolment and Register Handling Guidelines Updated
This document provides PHOs and DHBs with responses to questions directed to the trainers as part of the Train the Trainer Sessions for the Capitation Enrolment and Register Handling Guidelines Practice & PHO/MSO project of the Ministry of Health’s National Systems Development Programme (NSDP). It is updated as frequently as possible to ensure that all PHOs and DHBs have access to the most up to date information.

1 Jul: PHO Eligibility Process Guidelines
This information pack outlines the process for DHBs and the Ministry for approving/endorsing and logging changes to PHO funding eligibilities. The process was introduced on 1st July 2008 and provides a central audit trail for each PHO eligibility change.

15 Mar: Capitation Based Funding (CBF) Systems Support Information

18 Mar: Intersectoral Community Action for Health (ICAH) Evaluation: An Overview
In 2001 the Ministry of Health funded four ICAH groups (in Northland, Counties Manukau, Otaki and Porirua) to develop different ways of bringing together community and health sector organisations to improve the health status of Māori, Pacific and Quintile 5 people living in those areas.

This e-Register has been created to foster the sharing of information and showcasing of ideas and initiatives within the primary health care sector, particularly those which help to progress the vision of the Primary Health Care Strategy.

1 Oct: Zero Fees for Under 6s
An additional payment will be available from 1 January 2008 to practices that commit each quarter to providing free standard consultations to children under six. It is a voluntary opt on (and opt off) scheme similar to the Very Low Cost Access initiative.

Evaluation report on 11 nursing innovations supporting the development of new models of primary care nursing practice and fostering nurse leadership funded by the Ministry of Health from January 2004 to mid-2006.

27 Sep: Interim report finds Primary Health Care Strategy achieving its objectives
The Ministry of Health describes the interim report on the evaluation of the Primary Health Care Strategy as a useful reflection of the preliminary phase of implementing the strategy.

The report shows greater use of GP services including those groups who infrequently visited primary health care services.

2 Jul: Changes to funding from July 1
On 1 July 2007 the increased Primary Health Care Strategy funding for 25 to 44 year olds will be rolled out to PHOs so that this cohort gets reduced general practice fees and $3 pharmaceutical co-payments. Also on 1 July 2007, PHOs will receive the annual funding adjustment to the existing Primary Health Care Strategy funding streams (including Very Low Cost Access) that they receive for their enrolled population. The Ministry's letter to DHBs sets out the terms and conditions for access to the 25 to 44 year olds funding and it also includes the annual adjustments. The prescription notice provides for the increase in Very Low Cost Access funding.
