Background
The PHO Performance Programme was designed by primary health care representatives, DHBs and the Ministry, and aims to improve the health of enrolled populations and reduce disparities in health outcomes through supporting clinical governance and continuous quality improvement processes within PHOs.
The first performance period commenced 1 January 2006 with 29 PHOs participating. Forty-one PHOs joined the Programme on 1 July 2006 and a further seven PHOs joined the Programme on 1 January 2007. PHOs are able to enter the programme at six monthly intervals, once they have met the programme prerequisites. A staged approach was developed to enable PHOs to choose when to take up the opportunity to participate in the Programme.

outlines the background and purpose of the Programme, along with the pre-requisites for participation in the Programme, the funding available, and the indicators against which PHOs will be measured.

Data Specifications
The following technical specifcations describe the format and content of information required for PHO payment and reporting.
Service Utilisation
This specification describes the reporting format and content of PHO service utilisation reports. These reports are required to be submitted to Sector Services every quarter (on the 20th day following the completion of the quarter) in accordance with the PHO service agreement.
All Service Utilisation data must be submitted to Sector Services using the format specified in this standard.

Provider Lists
This document describes the information on PHO providers (practitioner and practices) that must be submitted to Sector Services each month in accordance with the PHO service agreement.
All Provider List data must be submitted to Sector Services using the format specified in this standard.

Clinical Performance Indicators
This document describes the reporting format and content of PHO clinical performance indicators that are generated from PHO systems. Other indicators will be derived from nationally-sourced data. These indicators were recommended as the result of a consultative process with the primary care sector conducted during 2002/2003.
All Clinical Performance Indicators must be submitted to Sector Services using the format specified in this standard.
