Summary

In 2003 the Government allocated $2.4m to Vote Health in 2002, to fund the development of innovative primary health care services to reduce inequalities in health. The overall initiative was evaluated over three years.

This report describes the 35 initiatives that were funded, analyses the findings, reports on the lessons learnt and highlights implications from the findings for the primary health care strategy. The report explores the various, often non-financial barriers to access, and ways that these can be addressed through a variety of means including increased use of community health workers and nurses, community health centres, reduced fees and the provision of transport.

Factors that contribute to the success of an RICF service include the provider’s existing skill and experience in managing services; their understanding of the wider health sector; and a sound IT infrastructure. A good relationship with the DHB provided an advantage in terms of accessing planning and management resources from the DHBs.
