Statement of Intent 2004/05

This is the third Statement of Intent produced by the Ministry of Health. It is a significant accountability document and sets the strategic scene in which the Ministry will operate over the next three to five years.

This year our Statement of Intent development focus has been on enhancing our performance measures – how we track our progress and determine how well we are doing. We see this as an iterative process and considerable work will be undertaken during the coming year to further enhance a meaningful and robust indicator system. In developing this Statement of Intent, the Ministry’s Executive Team, its senior staff and a cross-Directorate team all made valuable contributions that have helped shape this document.

The Statement of Intent provides us with the opportunity to clearly articulate our service priorities and the progress we expect to make in delivering those services. It provides us with a valuable management tool to set goals and targets, reinforce priorities, influence our decision-making and inform the Minister, Parliament and New Zealanders about the Ministry and its work.

Central to developing this Statement of Intent has been the retention of the outcomes framework which was developed last year and was informed by international models of health performance and the outcomes, values and principles contained within New Zealand’s key health sector strategies. Considerable work has been undertaken in developing effective measures to reflect the Ministry’s performance against its stated objectives and this work will continue during the coming year.

The Statement of Intent focuses on the Ministry’s contribution to achieving outcomes but draws on the complexities of the health and disability sector to illustrate the fact that a demonstration of progress towards stated societal goals takes time and often has multiple causal relationships which cross sectors. We have not significantly expanded or reported on our range of strategies in this document. The Ministry does monitor and report against a wide range of indicators in a number of publications, for example, The Health and Independence Report and Implementing the New Zealand Health Strategy, which are tabled annually in Parliament and are sources of current information on issues and achieved outcomes.

This document provides a clear picture of the Ministry’s role, an explanation of why particular activities are undertaken and how those activities make a difference to improving health and disability outcomes for New Zealanders.
