One in four New Zealanders live in rural areas or small towns. Accessible and appropriate services for people living in rural areas is one of five service delivery areas identified in the New Zealand Health Strategy (2000).

The Primary Health Care Strategy (2001) indicated the need to develop a coherent approach to rural health service provision, including the difficult issues of retaining and attracting the appropriate workforce.
