Ministry of Health announces changes to its structure

The Ministry of Health has announced its new structure, along with plans for new ways of working across the organisation and with the sector.

The details are contained within the document 'Building a Healthy Future'. The document sets out the changes that will be made to the organisation's structure and leadership to support the Ministry to achieve a higher performing health sector. Decisions about the changes have been made following consultation with our staff.

The changes will take effect from 1 July 2007.

They include the setting up of new directorate or department groupings within the Ministry to replace the current Directorates.

The new groupings are: Health and Disability Systems Strategy; Maori Health; Population Health; Sector Accountability and Funding; Sector Capability and Innovation; Information; Health and Disability National Services and Corporate Services. The new directorate groupings will be complemented by a Change and Development office, incorporating the office of the Director-General. Risk and Assurance functions remain unchanged.

Background

A Change and Development Work Programme is under way at the Ministry to implement the recommendations of the 2006 Review of the Current State of the Ministry of Health.

The Ministry has played a leading role in supporting significant change in the health sector over the last six years, including the implementation of District Health Boards (DHBs) and Primary Health Organisations (PHOs).

Given these changes, it is important for our organisation to check that our focus going forward continues to ensure that the health and disability system works for all New Zealanders.

The 2006 Review provided valuable feedback from the health sector and as a result a number of recommendations were made around the Ministry’s role and purpose; planning functions, and capability to deliver.

This year the Ministry has embarked on a Change and Development Work Programme to implement the recommendations of the Review, including internal consultation about proposed structural changes.

There is a process to go through and answers and information will be made available as we go along.
