Child Health in New Zealand

Background to Well Child Services

In 2002-3 the Ministry of Health developed the Well Child Tamariki Ora Framework and an associated Schedule for delivering Well Child care. The Framework and the Schedule were the result of a two year project aiming to reduce fragmentation and inconsistencies in the delivery of Well Child services.

The Framework consists of two parts:

  • Service delivery – describing the care to be delivered and the ‘needs assessment’ to be used to allocate resources most effectively to the population served.
  • Pricing framework – describing the funding allocation in accordance with ‘degree of deprivation’ in each provider’s enrolled population.

The Schedule includes the following perspectives which are delivered as an integrated package.

  • Health education and promotion
  • Health protection and clinical assessment
  • Family/whānau care and support

These documents should be read in conjunction with the Well Child service specification.

The Well Child Tamariki Ora Framework and Schedule have important linkages with Lead Maternity Carers (LMCs), Primary Care providers and the National Vision Hearing Screening Programme.
