1. Has the CTA devolved the National Māori Health Training programmes funding to DHBs?


No. The DHBs will administer the funding and select training programmes. The Hauora Māori Training Fund specification is part of a Head Agreement and a Service Agreement with CTA (templates are available on the CTA website).

2. How will the funding be allocated between the DHBs?


Each DHB has been allocated a maximum amount per annum, based on Māori Population percentages. Annually each DHB will inform the CTA of the mix of Hauora Māori training levels required within the total funds available for that DHB.

3. Which Māori Health workforce is the Hauora Māori Training Fund intended for?


The funding will apply to all the Māori health and disability workforce that deliver services funded by DHBs or the Ministry of Health. While the funding is targeted at the non-regulated workforce, where appropriate, this funding can also apply to the regulated workforce.

4. Who will oversee the application of the Hauora Māori Training Fund?


District Health Boards will have a designated programme co-ordinator who will be responsible for the co-ordination of CTA funded Hauora Māori Training Fund. CTA provides funding for this position.

5. How will workers access the Hauora Māori Training Fund?


Each DHB will seek and assess applications for the Hauora Māori Training Fund. The Programme Co-ordinator will be responsible for communicating the DHB process to all the DHB or Ministry of Health funded Māori health services, within the DHBs specific geographic area.

6. Who will determine which Hauora Māori training programmes will be funded?


District Health Boards will be responsible for prioritising appropriate Hauora Māori training programmes, in accordance with:

  • prioritised workforce needs, identified by the DHB
  • local DHB Māori health and disability workforce strategies and plans
  • the Workforce Action Plan (WAP), as required by the District Health Boards New Zealand (DHBNZ)
  • Government priorities and national health and disability policy.

7. What happens if trainees drop out?


Funding is contingent upon the trainee actually attending the training programme. DHBs will have funding to support trainees and reduce the likelihood of trainees dropping out.

8. Are Mental Health Directorate funded Hauora Māori training programmes eligible for the new Hauora Māori Training Fund?


No. Trainees of Māori Mental Health training programmes are funded by the Ministry of Health’s Mental Health group within the Population Health Directorate and are excluded from the Hauora Māori Training Fund.
