First Quarterly Report: 2006-2007 DHB Crown Funding Agreement

Summary of publication


The purpose of this Health Report is to provide the Minister of Health (Minister) with the Ministry of Health’s (Ministry) assessments of District Health Boards’ (DHB) funder, governance, and some provider arm reported performances in quarter one 2007/08.

In quarter one 2007/08, DHBs reported on:
  • eight health targets (reported separately—refer Health Report No.: 20072037)
  • eight Indicators of DHB Performance (IDP) (refer Appendices One and Two)
  • five additional and two mandatory operational policy framework (OPF) reports
  • fifteen Crown Funding Agreement (CFA) (or associated variations) requested reports—however, not all these reporting requirements were common to all DHBs.

The reasons for the focus on IDPs is because they measure non-financial DHB performance in the government’s priority areas, as identified in:
  • the New Zealand Health Strategy (NZHS)
  • the Minister’s stated annual expectations .

Quantitative targets and/or qualitative deliverables are agreed through the District Annual Plan (DAP) process. This report provides:
  • confirmation that DHBs are implementing government's priorities as planned
  • comment on the performance management process for any targets/deliverables not meeting planned expectations.

The DHBs’ IDP performances were good for this quarter, although there is room for improvement. Appendix Three lists the reasons why ‘partially achieved’ assessments were given, instead of ‘achieved’ assessments for the IDPs in this quarter. The three IDP reports, which were not submitted by DHBs, will be followed up on. Please refer to Appendix four for further information on this issue.

The risks of service delivery non-performance are low, with the high volume of achieved or partially achieving DHBs. This is reviewed quarterly.

Included in the IDP tables in Appendices One and Two is ‘Consolidated September quarter 2007 financial variance against Plan’—this is to illustrate, over the same period, the DHBs’ financial performances against their DAP phased financial plans compared with their IDP performances (Appendix Five provides financial results against plan for all DHBs ). The year-to-date financial performance has improved in the four months to October 2007, compared with the three months to September 2007.
