2002/03 Ministry Of Health’s Annual Report On DHBs: DHB Crown Funding Agreement

Summary
This report is the Ministry’s assessment of the District Health Boards’ (DHBs) performance for the 2002/03 financial year. Quarterly reports are required as agreed between the Minister and DHBs, and detailed in respective Crown Funding Agreements (CFAs). However, it is appropriate that the performance expectations of DHBs, assessed at each quarter, be summarised to provide an annual review of DHB achievement and progress as required in the CFAs and in the Operational Policy Framework (OPF) for 2002/03. This has limitations as it can only reflect the narrow band of indicator, performance and financial monitoring that a small team can achieve over a large and diverse sector, where assymetry of information abounds.

Generally, DHB Funder, Governance and Provider performance for the 2002/03 financial year has continued to demonstrate improvement, reflecting growing maturity of capacity and capability. Consequently, DHBs have, by and large, met expectations in accordance with accountability requirements of CFAs and District Annual Plans (DAPs). The performance measurement of DHBs has been matched to the Ministerr Letter of Expectations for 2002/03, and in particular that of the first key issue of Service Delivery that the Minister required to be addressed over this period. Where there have been significant performance concerns we have been aware of, the Ministry has engaged with respective DHBs to ensure that, where applicable, resolution plans are put in place, including amendments to targets and timelines if necessary. Furthermore, the Minister have been kept appraised of these issues, as they have arisen.

DHBs have been encouraged to respond to Ministry feedback on all quarterly reports, and all have used this opportunity for maintaining engagement. This collaborative approach to the accountability requirements has endorsed the confidence of all stakeholders in the validity of the DHBs reporting processes and it is encouraging that DHBs have continued to improve both the quality and timeliness of their quarterly reports to the Ministry. In turn, this contributes to the outcome of ‘Health Improvement’ by ensuring good performance of the system and of the many organisations that make up the health sector.
The Annual Report incorporates the initial assessment of the performance expectations for the fourth quarter of the 2002/03 financial year requiring DHBs to confirm targets and provide reports. In addition to this annual report, the Ministry is providing specific feedback to DHB CEOs following up on specific areas of concern and providing an assessment of DHB performance for the fourth quarter of the 2002/03 financial year.
