Summary
It is appropriate that the achievements of DHBs be assessed at each quarter against the performance expectations of DHBs, and summarised to provide a year end report of DHB achievement and progress as required in the CFAs and in the Operational Policy Framework (OPF) for 2003/04. As has been reported in the past, this review is not without limitations as it reflects a narrow selection of key issues, performance and financial monitoring over a large and diverse sector, where asymmetry of information exists.

Generally, DHB Funder, Governance and Provider reported performance for the 2003/04 financial year has continued to demonstrate improvement, reflecting growing maturity within the sector. Consequently, DHBs have largely, met the expectations of the accountability required in the CFAs and District Annual Plans (DAPs). The performance measures required of DHBs have been matched to the Ministerr Letter of Expectations for 2003/04, and in particular the first key issue of Service Delivery that the Minister required to be addressed over this period.

Where the Ministry has had significant performance concerns we have engaged with respective DHBs to achieve relevant resolution plans. This included amendments to targets and timelines if necessary. The Minister has been kept appraised of these issues, as they have arisen.

DHBs have been encouraged to respond to Ministry feedback on all quarterly reports, and have used this opportunity for continuing improvement. The collaborative approach to meeting accountability requirements has endorsed the confidence of all stakeholders in the validity of the DHBs reporting processes and it is encouraging that DHBs have continued to improve both the quality and timeliness of their quarterly reports to the Ministry.

The Annual Report incorporates the assessment of the performance expectations for the fourth quarter of the 2003/04 financial year. This requires DHBs to confirm targets and demonstrate what actions have been achieved. In addition, a separate document providing a snapshot of achievement ratings for the fourth quarter is attached. The Ministry has provided DHB Chief Executive Officers (CEOs) with an assessment of DHB performance for the fourth quarter of the 2003/04 financial year including, where necessary, discussion on specific areas of concern.

Letters are being provided to the Minister to forward to DHB Chairs, which comment on DHB performance for the 2003/04 year. These letters will be forwarded under cover of a separate Health Report in due course.
