Summary
This report is the Ministry’s final assessment of the funder and governance arms of the District Health Boards’ (DHBs) performance for the third quarter of the 2003-2004 financial year as agreed between the Minister and DHBs, and detailed in respective Crown Funding Agreements (CFAs). The performance expectations for the third quarter required DHBs to provide confirmation that performance indicator targets had been met, and to submit reports as agreed in the CFA and detailed in the Operational Policy Framework (OPF) for 2003-2004. This report provides final Ministry opinion of DHBs’ funder performance for the period.

An Interim Report, dated 31 May 2004 (20045849) provided a timely indication of the DHB sector status and resolved areas that required clarification or expansion. This Health Report consolidates later information adding to the detail provided in the Interim Report.

As advised in the Interim Report the majority of DHBs forwarded appropriate, accurate and timely information to the Ministry.

The Ministry has provided feedback to the DHBs on their respective reports and the DHB responses to this feedback are reflected where appropriate, in this report. As advised previously, it is intended that this report will be forwarded to DHBs to ensure that transparency and robustness is maintained throughout the DHB Funder accountability and reporting process
