Summary
This report is the Ministry’s assessment of the funder and governance arms, including some provider arm reporting, of the DHBs’ performance for the third quarter of the 2004/05 financial year as agreed between the Minister and DHBs, in CFAs.

As advised previously, it is intended that this report will be forwarded to DHBs to ensure that transparency and robustness is maintained throughout the DHB Funder accountability and reporting process.

The performance measures for the third quarter of 2004/05 required DHBs to confirm targets had been met or demonstrate planned actions had been achieved. DHBs have largely met the accountability expectations required in the CFAs and District Annual Plans (DAPs) and these are covered in detail in the report. In relevant cases, comment refers back to the second quarter report and advises whether there has been progress in DHBs meeting accountability expectations.
