Intellectual Disability (ID) Residential Service Development Project

Background

The ID Residential Service Development Project has two main purposes
  1. To implement transparent pricing (TP) in all residential services for people who have an intellectual disability that are funded by the Ministry of Health
  2. To strengthen the workforce in these residential services.

This will help to ensure that there is consistency and fairness in funding for all providers of ID residential services, that the funding is person-centred and outcome-focused and that there is a skilled workforce.

A number of people or organisations will be affected by this project including: all people with an intellectual disability living in Ministry-funded residential services (approximately 6,000 people), all 109 providers of these services, support workers in these services, and the 15 DSD funded Needs Assessment and Service Coordination (NASC) organisations.

An advisory group consisting of a number of advocacy organisations, service providers, the NASC association, and Disability Services' NASC development manager provided advice during the planning phase of this project. Service provider representatives have also met with the Ministry’s project team and senior managers on a number of occasions to provide information that has informed the revision of the funding model and plans for TP implementation.
