Frequently Asked Questions about the Implementation of Home and Community Support Service Specification



Background

This review was done in response to calls for changes to the way in which Disability Services funds and purchases disability supports, especially those that are home-based. As a joint work programme with ACC, the name was changed from Home-based Support Services (HBSS) to Home and Community Support Services (HCSS).

The new service specifications (description of the service) are:
  • outcomes focused
  • aligned with other funders of disability support services
  • written in a way that makes them accessible to service users.
The revised specifications focus on the Needs Assessment and Service Coordination (NASC) agency setting goals with the service user, and then ensuring these goals are the focus of the services supplied by the service provider.

An Implementation Reference Group has been established. This group will provide a forum to discuss any matters relating to the new specifications. The group has consumer, provider and NASC representatives, who will meet with Disability Services and ACC.
