National Health Emergency Plan (NHEP) 2008 The NHEP provides overarching direction to the health and disability sector and all of government. It shows how the health and disability sector would work together in a co-ordinated way with other government agencies to respond to disasters and emergencies. Guidance NHEP - Guiding Principles for Emergency Management Planning in the Health and Disability Sector (2005) This document aims to help providers build on their existing emergency management plans by introducing four guiding principles that reflect the latest thinking in emergency planning for the health sector. These guiding principles have been developed by referencing existing standards in New Zealand and overseas. Each guiding principle is followed by a series of suggested action points that health providers can use as part of their emergency planning processes. NHEP - Infectious Diseases (2004) This plan for infectious diseases is directed at diseases that are typically high-impact and rapidly progressive, and that have the potential to create a national health-related emergency. The plan does not address infectious diseases exhibiting a slower rate of spread, such as meningococcal disease, antibiotic-resistant organisms in New Zealand hospitals or HIV/AIDS. Note: Many of the generic principles developed in 2004 for the NHEP - Infectious Diseases are now reflected on an ‘all-hazards basis’ in the other NHEP Guidance and Action Plans. The NHEP 2008 documents the current national and regional structures and this document is retained for archival purposes. NHEP - Hazardous Substances Incident Hospital Guidelines (2005) These guidelines have been developed to help District Health Boards develop plans, systems and processes that ensure contaminated or potentially contaminated people presenting to their facilities can be treated appropriately while minimising risks to staff and the facility. NHEP - Planning for Individual and Community Recovery in an Emergency Event (2007) This high-level principles document outlines the importance of psychosocial recovery when planning how to respond to and recover from an emergency event. It is aimed primarily at a health sector audience, but should also be useful for other agencies, organisations, providers and non-governmental organisations (NGOs). Its purpose is to help orient these organisations towards good practice principles for providing psychosocial support to promote recovery in an emergency event. NHEP - Getting Through Together: Ethical Values for a Pandemic (2007) (published by the National Ethics Advisory Committee) This document provides NEAC’s statement of ethical values in a pandemic and provides an outline of cases that explore some of the challenges we may face when planning for and responding to a pandemic. NHEP - Guidance on Community-based Assessment Centres and Other Support Services (2008) This document aims to provide guidance to District Health Boards and Primary Health Organisations on the role and function of community-based assessment centres, home-based services and teletriage in a health emergency. Action Plan NHEP - New Zealand Influenza Pandemic Action Plan (2006) The New Zealand Influenza Pandemic Action Plan is intended for anyone involved in planning for or responding to an influenza pandemic, as well as providing general information on pandemics and government planning for New Zealand as a whole. This plan is primarily a central government planning document and is intended to inform but not prescribe the structure of local plans. This plan is currently under inter-sectoral review following the pandemic exercise programme.
