Health Expectancy: Toward Tier 1 official statistic status

Summary


Monitoring population health is essential for assessing the performance of the health system. As a summary measure that integrates both fatal and nonfatal outcomes, health expectancy plays a crucial role in this process by providing an overall measure of system performance.

The objectives of this joint Ministry of Health – Statistics New Zealand discussion paper are to:

  • promote debate as to the usefulness of health expectancy as an outcome indicator for strategic health and social policy
  • develop consensus as to the choice of health expectancy indicators to be monitored
  • develop consensus as to how health expectancy indicators should be measured
  • discuss whether health expectancy should be recognised as a Tier 1 official statistic
  • identify and seek solutions for outstanding epidemiological and technical issues involved in the measurement and monitoring of health expectancy.
In addition, the report includes provisional results for health expectancies in 2006, and trends in health expectancy from 1996 to 2006.
