Strategic Frameworks


The New Zealand Health Strategy (2000) and the New Zealand Disability Strategy (2001) set out the Government’s strategic direction for the health and disability sectors in New Zealand and highlights the priorities Government considers to be most important. Both strategies include goals and objectives to help improve health outcomes for Pacific peoples and reduce inequalities between Pacific peoples and other New Zealanders.

The Pacific Health and Disability Action Plan 2002

The Pacific Health and Disability Action Plan (2002) (the Action Plan) builds on the New Zealand Health Strategy and the New Zealand Disability Strategy and sets out the stratetic direction and actions for improving health outcomes for Pacific peoples and reducing health inequalities between Pacific peoples and other population groups. The Action Plan highlights six priority areas where improvements can be made to health and disability support services for Pacific peoples.

The Action Plan is directed at the health and disability service sectors and Pacific communities. It reflects Pacific communities’ desire to be involved in the development, delivery and management of health services for Pacific peoples.

The Ministry is currently in the process of reviewing the Action Plan to provide an assessment of Pacific peoples current health status using the latest evidence available and provide an analysis of ongoing Pacific health priority areas.

The Pacific Health and Disability Workforce Development Plan 2004

The Pacific Health and Disability Workforce Development Plan (2004) provides a framework for health and education organisations to positively influence the pathways for Pacific peoples' participation in the health workforce. It focuses specifically on Pacific health and disability workforce development as part of the Government's strategy to improve health outcomes for Pacific peoples. This Plan fulfils one of the actions from the Pacific Health and Disability Action Plan (2002).


The Pacific Provider Development Fund Purchasing Strategy 2005/06 to 2007/08

The Pacific Provider Development Fund Purchasing Strategy 2005/06 to 2007/08 guides funding and purchasing decisions for the Ministry of Health and DHBs. It provides high-level guidance on goals, principles, vision, objectives, Pacific provider definition, administrative roles, and funding categories. 'Pacific provider development and workforce development' is priority 4 of the Pacific Health and Disability Action Plan (2002).
