Capitation Payments Calendar


This calendar sets out key processing dates for the Capitation Based Funding (CBF) Systems throughout the year.

Process Fee For Service (FFS)


The Proclaim system checks each paid General Medical FFS claim against the patient records in the CBF system and prepares a report by Organisation. A deduction from the organisations payment occurs when:
  • A paid FFS consultation matches the same NHI in their register
  • It is in the corresponding quartlerly period,
  • and the patient record has been accepted for payment

Fee For Service (FFS) Due


A FFS deduction is made from an organisations payment when a GMS FFS item is paid for a patient that exists on their register. The FFS deduction report lists the details of these deductions and is placed in the PHO's mailbox.

Buyer Created Tax Invoices (BCTI) Due


BCTIs are generated when finance do the payment run for the month. The BCTI provides a breakdown of the payment the PHO is due to receive and is placed in the PHO's mailbox on the 14th of each month, one day prior to payment.

Register Due


The last day for submitting your PHO register to HealthPAC. If the due date falls on a weekend or statutory holiday then the register should be submitted on the Friday prior to the due date.

PHO Payment


PHOs receive their monthly payment in their account on the 15th of each month. If the 15th falls on a weekend or statutory holiday the payment is made on the next business day.

HL7 Output Due


HL7 refers to the report that provides information on patients who are duplicated, deceased or not funded for the quarter.
This report is placed in the PHO's mailbox

Quarterly Reports


There are three reports that are placed in the PHO mailbox's on the last business day of the quarter.
  • PHO Detailed Capitation Extract - This report provides details of the Health Promotions, Services to Improve Access and GMS payment for each patient within a PHO.
  • Register Processing Stats - This report provides organisations with details of how many patients submitted, rejected, duplicated and accepted.
  • Capitation Summary Report - This report provides the PHO with details of their payments. It gives a breakdown of payment by service, practice, age group and gender.
