The Ministry of Health has an established Buying Goods & Services Policy that it must adhere to when undertaking procurement of services.

In addition the Ministry is also bound by other State Sector Purchasing Policies eg: ‘Treasury Guidelines for Contracting with NGO’s’.

New services are generally purchased via an open and contestable process which is advertised and processed through the State Sector Government Electronic Tender Service website (GETS).

It is the Ministry’s policy to test the market when procuring services unless exceptional circumstances suggest this is not necessary or feasible.

  • Treat all potential providers in a fair and equitable manner
  • Buy goods or services in an open and competitive basis, using appropriate competitive procedures where required
  • Ensure the choice of buying method is defensible to both audit and government query
  • Buy in a manner that ensures the government maximizes value for public money
  • Be aware of, and comply with, the relevant laws concerning the formation and performance of contracts
