Service Planning and New Health Intervention Assessment (SPNIA)

NSTR Evaluation Criteria


NSTR will review proposals for change and business cases via a standard evaluation methodology. That methodology will assess the strength of the business case in the following areas:

  • expert clinical evidence and health technology assessment, including challenges to the evidence
  • population health gain
  • cost effectiveness
  • equity and opportunity cost
  • funding stream and affordability
  • community acceptability and ethical issues
  • service configuration and implementation planning
  • priority in relation to other proposals in the annual decision-making round and against past precedents.

The guides below outline the issues considered by NSTR when reviewing and making recommendations on proposals for change and business cases. The guides are used by NSTR members to record their comments when reviewing proposals for change and business cases, and to record the meeting discussion and NSTR recommendations.
