Measure to Provide Ongoing Management of the Human Health Risks Associated with Imported Food Products Potentially Containing the Bovine Spongiform Encephalopathy Agent

In order to manage the human health risks associated with the consumption of bovine meat products potentially containing the bovine spongiform encephalopathy (BSE) agent, New Zealand will implement a food safety measure on 14 January 2002, requiring all countries exporting bovine meat products to New Zealand to be categorised according to their BSE risk status. Certification commensurate with a country’s categorisation must accompany all exports to New Zealand of bovine meat products.

As a transitional arrangement, importation of products without certification will continue to be permitted from countries that:
  • have submitted documentation for categorisation with the New Zealand Ministry of Health prior to the 14th of January 2002 but where categorisation or completeness of information has not been finalised; and
  • where those countries were not subject to restrictions prior to the 14th of January 2002, until the application has been processed and certification requirements determined. A list of applicant countries and their status will be maintained on the Ministry of Health website.
