Some species of mosquitoes have the potential to vector serious mammalian disease. The Ministry of Health is responsible for measures to attempt to exclude mosquitoes from arriving in New Zealand on vessels or risk goods.

The Ministry is therefore interested in control technologies for use in mosquito exclusion and control programmes and in 2005 the Ministry of Health commissioned a report on the environmental and health impacts of a mosquito control agent: Agnique, a monomolecular surface film.
