Constituency arrangements for DHBs under STV

In 2001, District Health Board (DHB) elections were held under the First-Past-the-Post system, using constituencies (ie, ‘wards’) to elect board members from different communities in each district. However, from 2004 onwards the Single Transferable Voting (STV) system will be used in all DHB elections. With a new electoral system in place, it is important to examine the kind of constituency arrangements necessary to maximise the potential benefits that the move to STV may bring.

The Ministry is interested in views on constituency arrangements for DHBs under STV. The proposal is for ‘at large’ elections to be held. Under ‘at large’ structures, each DHB’s current constituencies would be merged and all DHB electors’ votes would count towards electing all seven elected board members.

Submissions closed at 5 pm on Wednesday 19 November 2003.
