Executive Summary

This final report is confirmation of, and where appropriate modifies, the Ministry’s initial interim assessment of the funder and governance arms of the District Health Boards’ (DHBs) performance for the third quarter of the 2002-2003 financial year as agreed between the Minister and DHBs, and detailed in respective Crown Funding Agreements
(CFAs). The performance expectations for the third quarter required DHBs to provide confirmation that performance indicator targets had been met, and to submit reports as agreed in the CFA and detailed in the Operational Policy Framework (OPF) for 2002- 2003. This report provides the final Ministry opinion of DHBs funder performance for
the period.

An Interim Report was forwarded to provide a timely indication of the DHB sector status while areas that required clarification or expansion were resolved. This confirmation Health Report consolidates the later information and combines it with the detail already in the Interim Report. It is confirmed that the DHB sector has improved its reporting
markedly over the last three quarters of the 2002-2003 year.

As advised in the Interim Report dated 21 May 2003, the majority of DHBs forwarded appropriate, accurate and timely information to the Ministry. In respect of Diabetes, you were initially advised in the Interim Report that an assessment of DHB performance on this component would be forwarded in this report. However, a Cabinet paper comprehensively covering this subject has already been passed to you this month.
