The Ministry of Health’s Statement of Intent
1 July 2003 to 30 June 2004

This is the Ministry’s second Statement of Intent under the managing for outcomes framework. This year we have built on our previous efforts. We have concentrated on developing an outcomes framework that provides an improved sector context. It refines the Ministry’s outcomes to those that are clearly focused on the influence we have on the health and disability support sector and, ultimately, on health outcomes. A systems approach has guided our work, with the Ministry as an integral part of the system.

In this Statement of Intent, we discuss the salient features of the environment within which we operate, the outcomes the Ministry seeks to achieve, the system and societal outcomes we want to influence and the activities we undertake in order to realise these.

We have also documented the other key contributors to health outcomes within the public service to emphasis the complex determinants of health and the impact of other sectors. This Statement of Intent indicates the challenges ahead in determining the contribution of our activities on this hierarchy of outcomes, along with the Ministry’s commitment to ongoing quality improvement as we align ourselves to the expectations outlined here.

The Statement of Intent also outlines the key indicators we will report on annually to provide a high level indication of progression towards these outcomes. It is, however important to note that the Ministry monitors and reports regularly on an extensive range of indicators to drive specific priorities and decisions and uses a considerably larger set of information than can be detailed in our annual reports.

Readers are encouraged to refer to other Ministry publications to gain a fuller picture of the performance of the health and disability system and the health of New Zealanders. In particular, the Director- General’s annual report The Health and Independence Report, which is tabled each year in Parliament, provides an excellent overview of critical issues and outcomes.

The process of explicitly developing our intervention logic for managing for outcomes has been valuable and we have appreciated the support of our Minister, Hon Annette King, the contributions of the central agencies and the feedback of stakeholders and staff.
It is our hope that this Statement of Intent provides a clear picture of what we do, why we do it and how it makes a difference to the health of New Zealanders.
