This business plan comes at a time of change in the directorate. The service funding review is being implemented, and new positions and structures will largely be in place by September 2004.

This will have an impact on subsequent business plans, as will new processes we are developing, especially around the work of the “Issues”, previously known as workstreams.

In times of change, it is important that we are clear about our overall objectives – hence the importance of this plan.

The plan outlines the strategic framework in which the directorate works as well as documenting the intentions of the individual groups.

The plan is designed to provide:

• a clear articulation of what we do and why

• a basic tool for communicating our work

• the basis for monitoring our work – internally and externally.
