This report was prepared by a joint officials working group from the Ministry of Health (lead agency), the Treasury, and the Department of the Prime Minister and Cabinet, and was completed in April 2002.

The Future Funding report focuses on high level and long-term issues associated with New Zealand’s current financing structures for health and disability services. It considers the best balance between financing methods including:
  • general taxation
  • social insurance
  • dedicated health taxes
  • earmarked excise taxes
  • user charges, and
  • private health insurance.

The issues discussed are equally relevant in 2004 as they were in 2002 because the major elements of our financing system have not changed.

This report has been published by the Ministry of Health to facilitate discussion and debate on the way that we finance health and disability services in New Zealand.
