The Ministry of Health has received a proposal from the New Zealand Association of Psychotherapists (NZAP) that psychotherapy be approved as an additional profession for inclusion in the scope of the Health Practitioners Competence Assurance Act 2003.

The Health Practitioners Competence Assurance Act 2003 (HPCAA) requires that the Minister of Health consult with any organisation that, in the Minister’s opinion, has an interest in any proposal to add a profession to those regulated under the HPCAA. This consultation document has, therefore, been produced to obtain your views on this proposal.

This document:
  • discusses the relevant provisions of the HPCAA
  • discusses the reasons for, and consequences of, regulating a profession under the HPCAA
  • provides background material on psychotherapy
  • asks specific questions to assist you to comment on this proposal.




Submissions closed on 25 February 2005.

The Ministry is still considering the submissions. Any further decisions or announcements with respect to this proposal will be posted on www.moh.govt.nz/hpca
