HFA - Towards a Practical Reallocation Process that is Approximately Rational and Fair - Moving Ahead on the Prioritisation Project

The purpose of the Prioritisation Project begun by the Health Funding Authority (HFA) in 1998 is to prioritise health services in order to obtain the best health value from the allocation of expenditure. Work has been done on methodological development and training of analysts, and a few applications of the methodology have been performed. Not surprisingly, given the magnitude of the task, problems of many kinds have emerged. However, these setbacks should not be seen as reasons for abandoning the project.

The demand for health services will continue to exceed the money available. Indeed, the pressure on resources will increase as the population ages, and technological development expands possibilities. There is no reason to believe that the distribution of health care resources that has evolved historically is perfectly efficient or equitable, so the need to improve the allocation of public funds for health care is more pressing than ever.
