Audit and Monitoring: Guidance for DHBs

The New Zealand Public Health and Disability Act 2000 requires District Health Boards (DHBs) to monitor the performance of service providers. This paper is written to ensure that there is no confusion with regard to DHB responsibility for this requirement and outlines some existing processes and transition documents that should be helpful.

There is a plethora of research on monitoring of health services that discusses various means to measure structure, processes and outcomes. This paper does not try to replicate or summarise this body of knowledge. Instead, it provides a practical guide to ensure DHBs are aware of supporting information and systems, and will be able to undertake monitoring within available resources.

It is essential that DHB Boards and Chief Executives take responsibility for ensuring an appropriate focus on audit and monitoring.

A companion paper, Audit and Monitoring Responsibilities, provides a high-level guide to the allocation of responsibilities for service audit and monitoring between the Ministry and DHBs. Both this paper and the companion paper will be referenced in the Operating Policy Framework.
