Director-General’s Report

The 1998/99 year saw the completion of the establishment of a new branch structure for the Ministry. The structure is based around the core roles of the Ministry: the provision of policy advice, monitoring of the Health Funding Authority, administration of regulation for safety, and ministerial support.

To complement the new structure, the Ministry ’s mission and values statements were revised to encapsulate the key expectations for what the Ministry is about and to identify organisational values as a foundation for how the Ministry goes about its work. Further information about the Ministry mission and values can be found in the Statement of Purpose section of this report.

This year the Ministry of Health undertook work in five key result areas: strategic policy advice, monitoring of Health Funding Authority performance, sector development, health sector financing, and Ministry structure and culture. These key result areas, and the accompanying milestone projects, encapsulate the key areas of work the Ministry contributed towards the Government ’s desired outcomes for health. A summary of the work we have done towards the key result areas can be found from page 6 of this report.

I am pleased at the way the Ministry has delivered on these key result areas, for example the work we are doing with the Departments of Education and Social Welfare on Strengthening Families, which involves improving the delivery and co-ordination of services to children and families with significant problems.

The Ministry has in addition taken several initiatives to facilitate further our role in fostering relationships and information sharing among health and disability sector agencies. This has included the development of six-monthly stakeholder satisfaction surveys to assess and report on perceptions of Ministry capabilities and performance, the establishment of a Hospital and Health Services Knowledge Network to enable Hospital and Health Services and other providers to share information on best practice, and proactive assistance to help the sector prepare for Y2K.

Work was commenced on the development of a balanced score-card reporting system for the Ministry. Once implemented, this reporting system will be one of the key tools for driving the organisational values throughout the Ministry.
