Introduction
Hospital Throughput 1997/98 is the third report in this annual series.

On 1 July 1993, the New Zealand health system was reorganised around a purchaser/provider split. Four regional health authorities (RHAs) were responsible for purchasing health services within each of their regions. Their primary roles were to assess the needs for and purchase health and disability services, as well as monitoring the performance of health service providers against purchase agreements.

From 1 July 1997 to 31 December 1997, the Transitional Health Authority had overall responsibility for purchasing personal health, disability support and some public health services for the people of New Zealand. This function was transferred to the Health Funding Authority (HFA) on 1 January 1998.

In most cases the HFA purchased medical and surgical services from the 23 Health and Hospital Services (HHSs) Formerly known as Crown Health Enterprises (CHEs).. The HHSs are responsible for public hospitals and associated services. The HFA also purchased services from private providers.

Hospital Throughput 1997/98, the third report in this annual series, provides a summary of publicly funded medical and surgical secondary care, as recorded on the National Minimum Dataset (NMDS) data. Information is presented for the 1997/98 year, covering the period 1 July to 30 June 1998 inclusive, as well as for previous financial years. The data includes services purchased by both the HFA, and the Accident Rehabilitation and Compensation Insurance Corporation (ACC), the latter being responsible for purchasing elective treatment for people as a result of an accident or injury For accidents and injuries deemed to be covered by the Accident Insurance Act 1998.. The following information is included in this report:
  • National Services. This includes medical, surgical and total throughput volumes, discharges by Major Diagnostic Category (MDCs), and information for the 20 highest volume Australian National Diagnosis Related Groups (AN-DRGs), version 3.1. MDCs are derived from the AN-DRGs.
  • Geographic analysis. Volumes by Regions (old RHA regions), and the sub-regions, which are defined by amalgamating territorial local authority areas, are presented.
  • Provider type. Volumes for each of the 23 HHSs and non-HHS providers are presented.
The report should be of interest to the following groups:
  • all funders, purchasers and providers of health care in New Zealand
  • administrators of health care facilities
  • health care professionals
  • consultants and researcherrs, whether academic or commercial, working in the health area.
    The report should be of particular relevance to health care providers, providing an indication of their performance relative to a national benchmark.
