Plumbers, Gasfitters and Drainlayers Board

The Plumbers, Gasfitters, and Drainlayers Board is an independent statutory body established under section 5(1) of the Plumbers, Gasfitters and Drainlayers Act 1976.

Functions
The purpose of the Board is to protect consumers of plumbing, gasfitting, and drainlaying services through the education, registration and discipline of plumbers, gasfitters, and drainlayers.

The functions of the Board are set out under section 11 of the Plumbers, Gasfitters and Drainlayers Act 1976. The main functions of the Board are:
  • To make arrangements for the examination of persons practising or intending to practise the plumbing or gasfitting or drainlaying trades;
  • To present or issue, either independently or in conjunction with any other examining body, diplomas or certificates to any such person in recognition of his proficiency in any of those trades;
  • To make recommendations to any person or body concerned with the education or training of any person wishing to enter the plumbing or gasfitting or drainlaying trades, or with regard to any other matter affecting such trades;
  • To receive applications for registration and to authorise registration in proper cases;
  • To ensure that craftsmen gasfitters, gas inspectors, and registered gasfitters maintain an adequate level of competence in the field of work in respect of which they are registered;
  • To exercise disciplinary powers in accordance with the provisions of Part IV of the Act;
  • To institute prosecutions against registered persons or other persons for the breach of any Act or regulation relating to sanitary plumbing, gasfitting, or drainlaying;
  • To make recommendations to the Minister with respect to the making of regulations under the Plumbers, Gasfitters and Drainlayers Act 1976, or the making of regulations controlling sanitary plumbing or drainlaying under the Health Act 1956;
  • Generally, within the scope of its authority, to do whatever may in its opinion be necessary for the effective administration of the Plumbers, Gasfitters and Drainlayers Act 1976;
  • To perform such other functions as may be conferred on it by any other enactment.

Composition
The composition of the Board is set out under section 6(1) of the Plumbers, Gasfitters and Drainlayers Act 1976 and consists of:
  • two persons, each of whom must be a craftsman plumber or a registered plumber; and
  • two persons, each of whom must be a craftsman gasfitter or a registered gasfitter; and
  • two registered drainlayers; and
  • four other persons, of whom-
    1. one (but not more than one) may be a registered person; and
    2. one (but not more than one) may be a representative of a relevant training organisation.
