04 June: Review of Pharmacology and Therapeutics Advisory Committee (PTAC) guidelines (www.pharmac.govt.nz)
Medicines New Zealand and, Actioning Medicines New Zealand were released in December 2007. During the Medicines New Zealand consultation process some submitters raised concerns about the ability of the PTAC to provide PHARMAC with free and frank, objective advice in relation to medicines funding applications.
Therefore PHARMAC is consulting broadly on changes to PTAC’s Operational Guidelines to ensure optimal arrangements are in place for PTAC to provide free and frank advice to the PHARMAC Board.

Public Consultation on Draft Nutrient Reference Values for Australia and New Zealand including Recommended Dietary Intakes
The document includes draft recommended intake levels for a range of selected nutrients (including essential vitamins and minerals). As well there are safe upper and lower intake levels to maintain good health, and prevent illness and disease. Recommendations are included for both genders and all ages and stages of the lifecycle. Staffing Regulations for Aged Residential Care Facilities
The Old People's Homes Regulations 1987 and the Hospitals Regulations 1993 were revoked on 1 October 2004 when section 59 and Schedule 5 of the Health and Disability Services (Safety) Act 2001 (HDSS Act) came into effect. It is proposed that new regulations be developed to maintain existing minimum staffing levels for aged residential care facilities and support the provision of quality and safe care under the HDSS Act. Restricted Activities under the Health Practitioners Competence Assurance Act 2003 -discussion document - Submissions were due by 13 August 2004.
Under the Health Practitioners Competence Assurance (HPCA) Act 2003, health practitioners registered under the Act will practice within a scope of practice. This will set the limits of those practitioners' authority to practice.

New professions under the HPCA Act
At the time of its enactment, the Health Practitioners Competence Assurance (HPCA) Act 2003 applied to 15 registration authorities. At the same time, the Act contained provisions enabling the scope of the Act to be extended to cover other practitioners and professions that provide health services. Primary Health Care Nurse Practitioner (Rural) Scholarships

Public health grading of drinking-water supplies
The current grading protocols were established in 1993 and are based on the Drinking-Water Standards for New Zealand 1995. To bring the grading protocols up to date with the Drinking-Water Standards for New Zealand 2000 revised protocols have been drafted.

The new protocols incorporate decisions and rulings made by the arbitrator in relation to gradings made using the 1993 protocols, changes suggested by the Parliamentary Commissioner for the Environment and changes suggested by local authorities and Health Protection Officers.

New draft of Drinking-Water Standards New Zealand (DWSNZ) Discussion Paper - Submissions were due by 30 November 2003.
The new Drinking-Water Standards, drinking-water legislation and guidelines are progressing steadily towards their respective implementation dates.

Constituency arrangements for DHBs under STV - Submissions were due by 19 November 2003.
In 2001, District Health Board (DHB) elections were held under the First-Past-the-Post system, using constituencies (ie, ‘wards’) to elect board members from different communities in each district. However, from 2004 onwards the Single Transferable Voting (STV) system will be used in all DHB elections. With a new electoral system in place, it is important to examine the kind of constituency arrangements necessary to maximise the potential benefits that the move to STV may bring.

The Ministry is interested in views on constituency arrangements for DHBs under STV. The proposal is for ‘at large’ elections to be held. Under ‘at large’ structures, each DHB’s current constituencies would be merged and all DHB electors’ votes would count towards electing all seven elected board members.

Consultation letter regarding charging ineligible women for maternity related services
The Government has recently moved to ensure that ineligible women giving birth in New Zealand pay for all antenatal, birth, labour and postnatal services provided to them, in the same way that they must pay for all other publicly funded health services.

To complete implementation of this policy, the s88 Maternity Services Notice must also be varied. In line with requirements of Part A 4.1 of the Notice, NZCOM and NZMA have been advised of the proposed consultation and agreed to a one-month period of consultation. Submissions were due by 10 November 2003.

School dental service facilities discussion document
New Zealand’s School Dental Service, established 82 years ago, has reached a critical point in its development. Only 45 percent of primary and intermediate schools have a fixed on-site clinic; of these, many are not designed for modern dentistry, do not comply with health and safety standards, and are not in a location that allows easy access to the eligible population. Submissions were due by 17 October 2003


Specification – Primary Health Care Nursing (Rural), Postgraduate Diploma
Following a review of feedback, the CTA programme will be put to tender. Tender documents are expected to be released in late October, with 5-6 weeks for providers to make their offers. The tenderers will be advised of the outcome thereafter. We would like to see the programme/s operating as soon as practicable. Submissions closed 10 October 2003.

National Health Committee consultation document on prostate cancer screening in New Zealand
This consultation document presents the conclusions and evidence from an advisory group convened by the National Health Committee to specifically examine the issue of population-based screening for prostate cancer and testing of asymptomatic men in New Zealand.


Tender for development of health risk assessment for btk products with the potential to be used for air-borne applications to eradicate insect pests
The Ministry is seeking tenders for the development of a health risk assessment for Bacillus thuringiensis subspecies kurstaki (Btk) based insecticides that have been approved for use in New Zealand and may be used in aerial applications to eradicate insect pests.

Notification of Proposed Changes to Payments For Wig or Hairpiece Service -
The Ministry of Health's Disability Services Directorate (DSD) is developing consistent access and eligibility criteria for the Wig or Hairpiece Service Payments that will apply around the country. Currently two sets of criteria apply, one for clients in Auckland (and regions north of Auckland) and one for the rest of the country. Submissions closed 25 July 2003.

A Review of Notifiable Diseases and Conditions: Discussion Document
The Ministry of Health has developed this discussion paper as part of the Review of Notifiable Diseases and Conditions Schedules project to review and update the lists of notifiable diseases contained in the first and second schedules of the Health Act 1956. While this project relates to the schedules of the Health Act 1956, it will also contribute directly to the development of the Public Health Bill. Submissions closed 30 June 2003.

Disability Services Directorate: Draft Strategic Plan
The Ministry of Health’s Disability Services Directorate (DSD) is developing a three-year strategic plan for the period July 2003 to June 2006. This plan will provide strategic direction and priorities for the Directorate for the funding and planning of Disability Support Services (DSS) for people with disabilities under 65 years of age and their families and whanau.

The Ministry’s DSD wants feedback on the draft strategic plan during April 2003 from disabled people under 65, their families and whanau, and carers. Submissions closed Monday 5 May 2003.

Getting Started on a Continuum of Care - Health of Older People Provider Workshop
This was held 3 December 2002
The Health of Older People was a one-day workshop sponsored by the Ministry of Health to support development of an integrated continuum of care for older people. Submissions have now closed.

Developing a National Healthline Service: A Consultation Document
The Ministry of Health is proposing to extend the current Healthline service, operating in four pilot sites in Northland, East Coast/Gisborne, Canterbury and the West Coast, to the rest of the country. An independent evaluation of Healthline has shown that this service is safe, highly satisfactory to consumers and effective.
Healthline is a free telephone health service, staffed by registered nurses, who assess a caller's health needs and provide information and advice to help a caller decide on the type of health care they need. This consultation document outlines the issues related to developing a national Healthline service and provides health providers and consumer groups with an opportunity to comment.

The Ministry of Health is reviewing the way the risks from radiation are regulated in New Zealand. This document discusses the problems with the present regulatory system and the possible options for solving these. The New Zealand Ministry of Health is currently seeking feedback and submissions on the protocols for public health grading of drinking-water supplies. Public Health Legislation: Promoting public health, preventing ill health and managing communicable diseases - Submissions were due by 28 March 2003.
The Ministry of Health has produced this discussion paper to focus on a range of important issues to be covered in the new Public Health Bill. These issues include health information, notification, public health promotion, immunisation, screening, the management of people whose communicable disease poses risks to others, contact tracing, and border health protection.

This discussion document sought input on proposals to amend aspects of New Zealand's medicines law.


Public Health Service Handbook – 2002 Revision - Submissions were due by 29 November 2002.
The Public Health Directorate of the Ministry of Health (the Ministry) was seeking feedback on the revised service specifications for the Public Health Services Handbook (Handbook).

Funding for primary health care nursing scholarships Submissions were due by 22 November 2002.
Nurses working in primary health care were invited to apply for scholarships.

On 17 June 2002, the Minister of Health announced that $8.1 million over 5 years would be available from the primary health care funding package to support primary health care nursing.


New Standard for Home and Community Based Support and Rehabilitation Services - Submissions closed.
The Ministry of Health and ACC have been jointly developing a new standard for home and community based support and rehabilitation services. The standard will be used to ensure that providers of home-based support and rehabilitation meet their obligations to deliver safe and reasonable quality support to those who require it.

Protocol for Methadone Maintenance Treatment in New Zealand - Submissions were due by 31 August 2001
Public submissions were invited on this draft of the revised Protocol for Methadone Maintenance Treatment in New Zealand.

This Draft Protocol was designed to replace the existing National Protocol for Methadone Treatment in New Zealand. Once finalised it was the guiding document for the treatment of people with opioid dependence in New Zealand, which has been published as Opioid Substitution Treatment New Zealand Practice Guidelines
