The purpose of this paper is to outline a future Operational Framework for management of referred services and clinical performance by PHOs. It includes a model for pharmaceutical and laboratory referred services management (RSM) that will be operating in three to five years time and the roles various stakeholders will perform in delivering that model.

This paper is the result of work carried out by a joint District Health Boards New Zealand (DHBNZ) and Ministry project.
