This first PHO Yearbook documents the progress of the 42 Primary Health Organisations (PHOs) that were established for the full year 1 July 2003 to 30 June 2004, and provided an annual report. The aim of the Yearbook is to recognise and record the health services and activities that PHOs are developing under the Primary Health Care Strategy (PHCS). It provides information on the establishment and structure of PHOs, and the health services and activities they are developing. This is supported with specific data about the make-up of the enrolled population and the funding provided to each PHO.

The Yearbook is presented in three parts. Part one provides the strategic context of the New Zealand Health and Disability strategies. Part two provides information on the establishment of PHOs and part three presents summaries of the individual PHOs. Because the Yearbook is published over a year after the period that it covers, and there has been a lot of subsequent growth, an addendum has been included updating PHO coverage and enrolment data to 30 June 2005.

The Yearbook does not attempt to provide an analysis or evaluation of the health services provided through PHOs, or of how funding has been used. Nor does it include data or detailed information about the services that have been utilised or the health outcomes achieved as a result of this.
