To help ensure that the business compliance cost implications of regulatory proposals are explicit and consistently and comprehensively considered in developing policy all policy proposals submitted to Cabinet now require a Regulatory Impact Statement (RIS).
Where the policy proposal includes any compliance cost implications for business these are set out in a Business Compliance Cost Statement (BCCS) within the Regulatory Impact Statement. These statements are published on the responsible department's website and linked to the Ministry of Economic Development website.
Ministers and/or Cabinet may wish to review and amend the RIS/BCCS to ensure that they fully reflects the Government's position and are of a high standard. Some changes to the RIS/BCCS accordingly make take place after Cabinet consideration of the Cabinet submission.
